The Public Private Partnership (PPP) of Perth and Kinross Council and Alba Infra Partners, is proud to announce the successful handover of the Pullar House offices and car park, marking the formal conclusion of a 25-year operational period under the Kinnoull PPP. The End of Concession was reached on 11th September 2025.
Infrastructure Managers Limited (IML) has managed operations on the project under a Management Services Agreement (MSA). The culmination of this long-term partnership represents a significant milestone for stakeholders and for the Council and the wider community it serves. The handover was delivered through a collaborative and methodical process involving all stakeholders.
Robertsons, the Facilities Management (FM) provider and Smart Parking, the car park operator, played a crucial role throughout the lifecycle of the project, contributing to both operational success and smooth handover process.
The strength of partnership and clear, strategic planning, have ensured a successful outcome for all involved.
Perth and Kinross Council Leader, Councillor Grant Laing, said: “Pullar House has played an important part as the front-facing Council presence in our city centre over the past 25 years. As the building and neighbouring car park is now formally handed over to the Council it is great to know that not only will this prominent building be retained in use, but will play an important role in helping more public sector organisations have a Perth city centre presence, joining NHS Tayside’s Vaccination Centre and others as future tenants alongside Council teams.”
Alba’s Managing Partner and CIO, John Cavill, noted: “The hand back of the Council offices marks the culmination of a quarter-century of collaborative working. We are proud to return a facility that will continue to support the Council and the community for years to come.”
