The challenge
The A249 from Stockbury to Sheerness serves as a critical transport link between the Isle of Sheppey and the mainland. However, the existing infrastructure, including the ageing lifting bridge over The Swale, had become a persistent source of congestion and delay. The bridge’s limited capacity and frequent openings to admit maritime traffic created significant disruption for road users, impeding local connectivity and restricting opportunities for economic growth.

Our role
IML played an instrumental role in the successful delivery and ongoing management of this landmark PFI project with the Highways Agency. Acting as a key project partner, IML’s Finance team provided the essential £100 million upfront investment to fund the comprehensive infrastructure rehabilitation programme.
Our teams coordinated and managed the complex transfer of 159 Council employees and their employment rights under TUPE, ensuring a seamless and equitable transition for all affected staff. IML has continued to manage the project’s performance in line with the demanding output specification, ensuring all assets are maintained to the highest standard during the contract term.
In addition, our Advisory Services provided strategic support throughout the design, construction, and commissioning phases, overseeing compliance, risk management, and stakeholder engagement to safeguard project objectives and community interests.
The outcome
The project has transformed connectivity between Stockbury and Sheerness and delivered a lasting improvement to the region’s infrastructure. The centrepiece of the scheme, the Sheppey Crossing, is a high-level fixed link that allows ships to pass freely beneath without interrupting road traffic – eliminating a major cause of delay.
In addition, the project rehabilitated 186 kilometres of roads and 205 kilometres of footways through hundreds of individual improvement schemes, enhancing safety, accessibility, and reliability. A further 14,357 new street lights were installed, significantly improving visibility and reducing maintenance costs through energy-efficient technology.
By expertly managing this 30-year contract, IML has ensured that the enhanced transport network continues to deliver long-term value, enabling sustainable growth, improving access to employment and services, and supporting the economic vitality of the Isle of Sheppey and the wider region.
