The challenge
In May 2023, following the national identification of Reinforced Autoclaved Aerated Concrete (RAAC) as a serious structural issue, structural surveys identified RAAC in two high schools managed by IML. As a result, 23 classrooms, main sports halls and dining areas were closed due to safety concerns. Urgent action was needed to protect student welfare and maintain continuity of learning.

- Address the disruption caused by RAAC.
Our role
As the MSA provider, IML played a central role in managing the temporary decant and remediation contracts, coordinating stakeholders and overseeing performance to deliver a timely and effective solution. Our key responsibilities included:
- Contract Management – ensuring compliance with project agreements and implementing necessary contractual measures.
- MSA Oversight – managing the contractual framework, with remediation works exceeding a seven-figure capital value.
- Stakeholder Coordination – bringing together public and private sector partners to align interests.
- Performance Management – monitoring the remediation work and co-ordination to maintain service delivery and implementing responsive solutions.
- PayMech Management – ensuring correct application of financial adjustments.
- Dispute Resolution – developing structured resolution strategies to reduce operational and financial impact.
Working with the project entity, FM provider and local authority, IML helped relocate dining services and arranged temporary facilities, including portable classrooms and toilet blocks. We also initiated a Settlement Agreement to formalise the resolution and coordinated with lenders and legal teams to gain necessary approvals.
The outcome
By the end of 2023, all 23 classrooms were back in use and dining services fully restored. This outcome reflected IML’s collaborative and solution-focused approach, ensuring minimal disruption to students and continuity of learning.
